You can adjust priority for the selected building by pressing Key X/Key Z or the buttons in the bottom-right menu. Priority works differently for different buildings.

Builders build the highest-priority buildings first. They do not build buildings with the "Ignore" priority at all.

Artisans and weaponsmiths produce items at the highest-priority buildings first. Miners work at the highest-priority quarries first. Traders work at the highest-priority trade tents first.

All peasants try to put items in the highest-priority chests first.

Peasants will not use chests, barrels, crafting buildings, quarries, or trade tents with "Ignore" priority. "Ignore" priority is the lowest priority.
